- Taking part in the examining of the scene, rebuilding the scene, carrying out inspection of cases concerning the drugs, precursors according to the demand of the investigation organ and the organ carrying out the procedural

- Carrying out the science study, application of science-technique and technology achievement in investigating the original of the drugs substance; producing, making the drugs models, the false precursors serving for the forces executing the law according to the stipulation serving for the discovering, assessing of drugs substances and precursors. Summarizing the assessing work; carrying out the basic investigation of the drugs substance contributing to the investigation work of operational methods, tricks of drugs criminal; taking part in proposing of methods for struggling, preventing and fighting with drugs criminals with high effect

- Taking part in the professional training of assessing the drugs; directing the work of assessing the drugs substance and pre-substance, investigating the scene combining with the criminal technique force of the whole country and other concerning forces.

- Taking part in the studying, proposing for improving the instruments, equipments serving for assessing drugs substance and precursors; producing the professional chemicals serving for the drugs preventing and fighting work and other scopes under the law.

- Carrying out the science technique services, analyzing technology, assessing the drugs substances according to the requirements of organizations and individuals according to the law, of the Ministry of Public Security and the Police General Department. Proposing the Institute Rector for combining in preparing the legal norm writings on issuing, adjusting and supplementing and announcing the list of drugs, precursors, additive substance, mind directing substance. Keeping, conveying of the drugs substances, pre-substance legally according to the stipulation of law (The Drugs Law) serving for the works of investigating, assessing , training and science study

- Carrying out the work of building up the force and logistics of the center according to the stipulations

- Executing other works belonging to the functions of the center being assigned by the institute rector and the director of the general department.

The Drugs Assessing Center having been equipped with many modern means, machines such as infrared spectrum machine, air-color spectrum machine, spectrum machine, double liquid color spectrum with high efficiency…With the assistance of modem analyzing equipments, the drugs assessing center has the ability to analyze, assess with not only the "Drugs substance" but also the "drugs model". This means that beside defining the drugs substance, the center can also analyze many targets of the auxiliary components existing in the drugs substances as the basic data for the studying and investigating the original source of the drugs.

The drugs assessing work is carried out strictly from the Central down to the locality in Hanoi, the Drugs Assessing Center takes responsibility in front of the Criminal Science Institute on the technique professional guidance with the Drugs Assessing Center in Ho Chi Minh city, in Da Nang (in the year 2007 a center will be carried out) and the whole PC21 of localities on the work of assessing, training cadre for assessing the drugs and precursors. Beside, the Drug Assessing Center is assigned with the task assessing the models, biological models of the persons being suspected to be concerning drugs dealing or person using drugs illegally, additive drugs, mind directing drugs, according to the law ( the item C Article 13 Chapter V-The Law preventing and fighting with Drugs: Article 8, 9, Chapter IV the Government Decree No.99/2002/ND-CP on 27.11.2002

The struggle fighting against the drugs criminal becoming more and more complicated, requiring the law executing forces, among them is the Criminal Technique Force particularly is the personnel of the Drugs Assessing Center, have to make progress, sense of justice and being more sensitive than ever. Who is so? Because each assessment of the assessor directly concern to the political life of a certain person. That is why every cadre being assigned with the task of assessing the drugs are all have tried their best in studying, training and improving their professional for completing their tasks successfully. Beside, under the direction of the leading levels, the Drugs Assessing Center always attaches much importance to and improving the international relations. Annually, the Drugs Assessing Center appoints cadres abroad for studying and training on the assessing work in countries such as Thailand, Japan, Australia... through cooperative programs with JICA Japan, Australian Confederation Police, the (UNODC) United Nations Organization Drugs Control, the cadres of the center and cadres of localities often updating the knowledge on kinds of new drugs, advanced methods of assessing on over the world. Beside, the Drugs Assessing Center also taking part in the training the assessing cadre for friendly countries such as Laos and Cambodia.
