Currently, the Slave Trade. especially Woman and Children Trade is a difficult problem bearing a global nature and having tendency of increasing and causing worry on the worry on the worldwide scope including Vietnam.
Confronted with that situation, Vietnam Government has issued an action program of preventing and fighting with the Woman and Children Trade Crime for the period 2004- 2010 (in brief: The Program 130/CP) and directing ministries, industries, organizations and localities to carry out the methods of preventing and fighting with the woman and children trade crime in a synchronous and drastic way. The duty of the Program 130/CP is to strengthen the international relationship in the preventing and fighting with the woman and children trafficking. The international relationship on the preventing and fighting with the crime in general and the woman and children trafficking in particular is an objective indispensable issue, being carried out basing on the bases of the stipulations of the law of the State of Vietnam and international legal documents, treaties, agreements, concerning bilateral, multilateral memorandums of understanding which Vietnam has signed, adopted. During the past few years, Vietnam has taken part in many international documents in order to prevent and fight with the slave trade crime. These documents are included
- Convention on the eliminating the all forms of discriminating against women (year 1979).
- The international convention on the right of children and the non- obligatory protocol which supplementing for this convention on the children trade and prostitution (year 2000).
- The Convention of the United Nations on preventing the transnational organized criminal year 2000 (expecting to be approved) and being studied for signing the Protocol on preventing and eliminating and punishing the slave trade offence, especially with the woman and children trade crime.
- The Convention No.182 of ILO of forbidding and react immediately to eliminate any forms of abusing the children labor.
- Vietnam signed the Judicial interdependent Agreement with other 14 countries on the world. Especially, with the neighboring countries, the Ministry of Public Security, on behalf of the State of Vietnam, signed the agreement on cooperating for preventing and fighting with the crime and maintaining security, social safety with China (year 2001, the agreement on bilateral cooperation to eliminate women and children trafficking, Vietnam also helped victims who were traded with Cambodia (year 2005)
Especially during recent years, Vietnam has received much cooperation, assistance from many international concerning organizations concerned in the struggling against the woman and children trade crime, in which it is needed to mention the help of UNICEF, UNODC, IOM, ILO
The international cooperative activities on preventing and fighting with the woman and children trade crime have achieved many positive results
- Especially in improving the effective combination with China, Cambodia in the work of preventing and fighting with the woman and children trade crime, The Ministry of Public Security of Vietnam has strengthened the cooperation with the appropriate authorities of the neighboring countries in building up plans, memorandums of understanding or having agreements in details for carrying out the agreements signed between parties; appointing delegations to neighboring countries for exchanging experience, surveying the actual situation of woman, children being traded through the borders; organizing executive seminars on preventing and fighting with the women and children trafficking between Vietnam and China, Vietnam-Cambodia; combining to carrying out the high stage struggling against the woman and children trade crime, transnational crime on the border line between Vietnam- China, Vietnam- Cambodia; regularly exchanging, verifying the information about the crime, victims of the crime; organizing to return and receive women, children being traded orderly and correspondingly
- The public security forces in the frontier provinces have positively cooperated with the public security of the neighboring countries to solve criminal cases, subject in general, the women and children trafficking in particular; organized hand over shifts, meeting (province, district levels) periodically in order to inform each other the situation, information, and cooperate to solve the issues of safety, security in the frontier areas
In the coming years, the situation of the women and children trafficking in Vietnam is forecasted to be more complicated, the international nature of this kind of crime will become higher, the victims maybe taken to further distances and this crime will use many sophisticated and cunning tricks... So, the international cooperation for preventing and fighting with this kind of crime is becoming more urgent and important.
