Some features of drug related crimes the world in recent years: According to the statistics of office on Drugs and Crime (UNODC), the total number of drug addicts is about 200 million people in which 144.1 million people have been addicted to marijuana, 28.7 million people have been addicted to ATS, 14 million people have been addicted to cocaine, 16 million people have been addicted to opium and 11 million people have been addicted to Heroin. The number of people abusing drug accounts for nearly 3% of the world population and 4.3% of the people aging 15 years old upward.
This evil widely spread in 134 countries in which 96% of the countries the addicts use marijuana, 87% the addicts use opium, 81% the addicts use cocaine, 73% the addicts use ATS, and 69% the addicts use benzodiazepines and the evaporated substances for inhaling and sniffing. Marijuana is the drug used the worldwide. The addicts in Asian countries mainly use Heroin and opium. The number of addicts to Heroin in Asian countries accounts for 62.5% of the addicts in the world 95,740,000/9,180,000 people), according to the statistics in 1997.
The addicts to opium in Asia account for 66% of the addicts to opium in the world (8,620,000/13,500,000 people)
In recent years, the situation of marijuana, coca and opium plantation is still a serious problem in the world.
In 2005, the quantity of FATS seized had a sudden increase. In some cases, 1,000,000 tablets of drug were seized. Especially in Australia, 5,000,000 MDMA tablets transported from Italia were seized
2. Direction and task on cooperation promotion between Asian Pacific Countries in training Police for drug crime prevention and control.
In order to reduce the drug crime gradually in Asian Pacific area in the coming time, it is necessary to enhance the full cooperation between drug control authority of the countries in the area, especially the cooperation between Police, Customs, and border guard of the countries.
The content on cooperation on drug control should focus on the main issues as follows:
- Exchanging information on drug trafficking and drug transport between the countries
- Coordinating with other countries to arrest drug crime
- Exchanging experience in drug control
- Assist each other in instruments and training drug control staff
The cooperation on training drug control cadre is the most important issue because it is the firm and long term basis for the cooperation between drug control agencies and cadre of the countries.
The cooperation in training may be implemented in various forms
- Workshop, exchange on factual situation, mode and tricks of drug crime
- Exchanging experience on drug control in road, seaway and airway
- Organizing workshop between police universities of the countries on content and training program for drug control.
- Organizing workshops on exchanging experience between the lecturers teaching the same lessons in drug control program. The countries help one another to organize short term practical training courses, inviting foreign lecturers to teach some lessons in the program
- Helping one another in equipment and instruments for training police for drug prevention and control such as drug specimen, test instrument, check drugs, drug detector
- Organizing the meeting of leaders of Police Universities and Customs in Asian Pacific area to assess the situation of cooperation and discussion on content and cooperation direction between the police universities of the countries
- Organizing visits and exchanging experience on training and drug control for cadres and lecturers of the police universities in the area.
The drug crime prevention is a long term and common mission of the mankind. The international cooperation in training police of drug crime control between the Police universities in Asian-Pacific area will make a positive contribution to the effectiveness of drug crime and drug trafficking control between the countries in the area that helps part to reduce drug crime and addicts in the world in the early years of the 21st century.
